Introduced as a ruthless and corrupt businessman who never apologizes, Norman is hired by Tombstone to create several supervillains to distract Spider-Man. To seize control of New York City's criminal underworld from Tombstone, Norman exposes himself to a performance-enhancing gas and becomes the Green Goblin. When Spider-Man begins to grow suspicious of him, Norman frames Harry for being the Goblin and temporarily retires his alter ego. He later orchestrates a gang war between Tombstone, Doctor Octopus and Silvermane from behind the scenes.
