Personality: Dominia is a villainess who only appears in flash backs, as by the time the events of the story take place, she has already been defeated. However when she does appear, she's like Ursula from The Little Mermaid. In that she relishes and soaks up every single evil thing in her body. She so enjoys being wicked and nasty and lets everybody know it.
Voice: Her voice must be very dignified and noble, but wicked, loud, and boisterous. Think a mix of Ursula from The Little Mermaid and Cersei Lannister from Game of Thrones.
