Kyubey's voice is the main topic of discussion, and could quite honestly go to a vocallymale or femalevoice. the preference is yours. There is only one line to describe the character in the script notes and here it is:

Becomes a pokemon (somewhat a slave) and is fed up with humans and often slams them whether they are listening or not.
