Coursers are literally created in a lab by The Institute to act as their enforcers and muscle. Think of a dutifully obedient version of Roy Batty from Bladerunner who enjoys his job of killing for his masters.
I have rolled most of the Coursers for this story into a single role, as they are all very close in their monotone voice and unflappable but quietly psychotic demeanors to each other. They are polite, soft-spoken, confident, and only say any given thing once - because everyone in the room listens when a Courser speaks. Their voices will have the opposite effect of Morgan Freeman's voice. It will leave you unnerved with how cold, detached, and impersonally polite it is.
This information will be of great value for our next stages of disrupting The Commonwealth.
