Sergeant Oakes is in charge of the main entrance security for the Department. He is a lifelong Diamond City native who has been with the Department from inception. He is mentioned in the video above as having been key in the origin story of the FSD.
His life is marked by a soul-wrenching tragedy that befell him on the same day decribed in the above video, leaving him fighting constant depression complete with suicidal ideations and mental drain. He gets some measure of closure during the story, albeit not complete closure.
Oakes is built like a tank, he is about 6'7" tall and has a deep voice and an overwhelming presence. While still young, he is an emotional shell of the man he used to be - he prefers to simply live to work and work to live as a distraction from a life he views as a burden.
