While Oswald Cobblepot portrays himself in a luxurious life getting back the wealth his family below, it is all a facade. Behind his mask, Cobblepot sells firearms all throughout Gotham, whether it be the mob or common criminals. Cobblepot also has eyes and ears everywhere, and relies heavily on knowing everything about the business he conducts. For Falcone, for the upcoming gang war, he has no bias. The only thing the Penguin cares about is the profit he can receive off of the criminal opportunity in Gotham.
