He is somewhat skeptical of Batman's vigilante method but recognizes the necessity of Batman and the two have a mutual respect and tacit friendship. Gordon is the husband of Sarah Essen Gordon, and the father of Barbara Gordon, the second Batgirl and original Oracle.
Ironic, isn't it? Here we are feeling good about the drop in the crime rate... and all the while, two old sociopaths have been hiring and training most of the city's thugs to wage their own crazy war.
