He is a cousin of Tony Boucher. In the series finale movie: “The Detective Squad vs. L.O.V.E.” (from Frank Rogers: Private Detective), he is then later revealed that he’s the leader of L.O.V.E. He has created the evil organization because he was being bullied so often as it came to the fact that he wanted to prove people wrong and in a crazy way by showing people he created a successful criminal organization then he would show them he is a “success” but when he gets a huge success in L.O.V.E. he soon realizes he can increase his goals to be worldwide and maybe even world domination. Not only that, but he also wants revenge on Frank for stealing Tony’s job from him, despite the fact that his cousin is the worst at it. Along with that, Tony told to new members being recruited would’ve been told “the organization is for money” yet in Tim’s mind it is to “prove people wrong” and in the end, Tim then realizes how strong LOVE has become and thus he shifts to world domination even if in theory that is a hard to attain goal but given Tim’s likely insanity and obsession with trying to one up Frank it all would make sense to him. His personality is that he’s intelligent, rude, as well as diabolical. Not only that, he can get rid of LOVE agents on whoever has made a bad mistake.
