He is an evil scientist in the Philippines who plots to make everyone do evil deeds there by making an opposite ray. When he zaps Agent X and makes him turn into Anti-Agent X, he is seen shocked with joy and that he is made Dr. Felipe Johnson’s evil apprentice. His personality is that he’s inconsistent, stubborn, impulsive and can be harsh. He is also Dr. John Johnson's cousin.
