The eccentric and financially brilliant young president of STORM. David Dawson was voted into office by the STORM chair-board over his competitor Jared Oliver, which was transitioned STORM into a new generation. Oliver's failure to win STORM's seat was an upset, especially due to his older age over the young Dawson. Dawson does not run the city of Eden, but all of the STORM operations on all districts. Dawson answers to the STORM director 'Rurik Taeres' who is currently not present on Earth.
