The Model Citizens, also known as the Perfect Citizens are supporting antagonists, they are humans that are the denizens of Mr.Smiles's beloved city, they hate everything not perfect, mostly middle age to old men and women, like their appearances, they themselves are ugly at heart, as with the town's feel and rules, they wear 1950s clothing and hairstyles and speak in 1950s lingo to boot.
