General Burns is a human general in the United States military at presumably Area 51 in Nevada. As a General of the United States military, he is in charge of military operations at Area 51 and relies on field reports from Collins to determine the allegiance of the Autobots to human-kind.
"Formality won't be any more necessary than usual, Wes. But I do need to inform you that our higher-ups are on the warpath."
"But you can see where outside observers might connect the dots to the recent attack on our base. Wes, the five stars have grown nervous that we've been placing our trust in beings who could so easily inflict harm if they chose to turn on us. That's why I've been asked to determine whether I should bring you before a federal tribunal."
