what program do you use to make that voice effect and how do you make it?

I use Audacity's reverb effect and different layers of pitch change until I get the effect I want.
Can you by chance give me the reverb settings you used for that voice? I can never quite seem to get it sounding as clean as you have.
It's a reversed reverb. Reverse your audio before you add the reverb. As for the reverb type, just pick one of the bigger rooms, that should work.
