Frank is the 19 year old leader of the band of vandals known as the Legion. Unfortunately, the group is currently disbanded. With the internet being a thing now, and him having no where else to turn, he goes to the one place he can find a community. 4chan.
I think this version of the character has a lot of "Jason Dean from Heathers the Movie" energy, so his voice can match that. You know how some teenage girls get their panties wet over the romanticized image they have of serial killers? Yeah, his voice should make that kind of girl swoon. Edgy but charismatic and suave. Also, for the sake of acting, he's pretty much PRETENDING to be red pilled in order to fit in to a new group. He doesn't believe most of what he's saying in that monologue, but he's got to convince everyone he does so he can protect his fragile ego.

Let’s get one thing straight. Im not homophobic, or transphobic or xenophobic or whatever the lamestream media wants to spin the narrative about. I don't FEAR those groups or those people. I don’t “fear” anything at all, really. Sometimes I worry, though. I worry that our feminist run government is oppressing men into the ground. I worry that no one will wake up in time to stop any of it. Sometimes I even worry I’m being blackpilled, that i'm regressing into the old doomer me I used to be. But, no. I'm redpilled and based now. Fears are dumb. I wont allow the liberal media to make me fear anything. Got it? (Pause) Psychological problems? Yeah, right. Fuck you. You’re not my fuckin therapist. Believe me, he tried. I’m not the problem, society is. It doesn’t give a shit if you’re an orphan. Eventually if you get called “sociopath” enough, the insult loses its sting. I probably have every mental illness in the book. Does that mean shit? Absolutely not. Fuck off. Society is fundamentally flawed. Authority figures don't know what the fuck they’re doing. Call me an anarchist if you want, but I'm just right. I still like pretty much all the same shit we did as the Legion….though, i’ll admit...it’s less fun without a group. But i mean...the group I have on 4chan is….i mean….they’re...they're GREAT, okay?? Fuck. You. I'm fucking done here.
(sincere)...you know what...? Maybe...maybe following offensive meme pages isn’t actually a personality trait. I think...being with you guys? ...that’s a hell of a lot more fulfilling. (he laughs, but it’s clear he’s holding back tears) Haha! Let’s get the band back together! The Legion is BACK, baby!
Almost forgot, my experience with Dead by Daylight's about less than an hour's worth of playtime, but I'm familiar with a lot of the properties in the game though!
