Herman Carter is a ruthless sociopath who just so happens to be a brilliant neuroscientist. He only cares about one thing: science. Specifically, the science of the mind, and the effect that electricity has on the brain. He will stop at nothing untill he masters mind control. And I really do mean nothing.
For vocal delivery, I'm looking for a 25-35 year old with a mix of intelligent, cold, and creepy. Think Cecil's character in Welcome to Night Vale, but with a little more snide laughter. He laughs a lot in-game, so you may wanna look into that. The audience should think "this guy is in my head but in the worst way possible."
Love is merely a chemical imbalance in the brain. Emotion is energy in motion. You only care about her because you want to reproduce. It's all quite meaningless, yet...so fascinating.

(explanatory) Electroconvulsive therapy, often shortened to ECT, is a procedure done under general anesthesia, in which small currents are passed through the brain, intentionally triggering a brief seizure. ECT seems to cause changes in brain chemistry that can quickly reverse symptoms of certain mental health conditions. (slightly off-putting) If you experience any negative symptoms from the following treatment...please consult your Doctor. (insert another murdery laugh)
