Not a huge role, but he needs to appear. His OVA voice would be the best for this.

Movie bio: Old Man Owl has known Sonic and friends for a while and has a close connection to the President, acting as his messenger. He still believes that he can fly dangerous plane models due to his past of racing, though in reality he only gets himself into trouble. Unfortunately the old own is rather senile and often forgets things, and sometimes he does forget that he can just call Sonic to inform him of something. He truly is stuck in the past most of the time.
