Dean is a very serious, studious eevee. He's always working, and looks kind of sleepy. His voice is usually monotone/deadpan, showing very extreme emotions milder than normal. His voice would need to showcase this.
(Accusatory, angry) Don't play dumb with me, EVE! In this past month alone, Icedrop has accumulated more than 20 million poké in damages!
