Skelly is good friend's with Hal the Sniper, and takes up the position of his partner after being fired by Bowser. He's friendly, outgoing, and is always by Hal's side no matter the situation. Similar to Hal, he knows when things need to get serious but he's a lot more aloof than Hal is. He's basically a normal everyday guy who wants to fight for justice the best he can.
