Sidious' voice should be identical to Ian McDiarmid's own performance in the films with a hint of softness from Sam Witwer's voice.  The tonal change should be based upon how Sidious addresses to Vader.  The only consistence should be that of Sidious' corrupted delivery because of his Dark Side degradation.
