Toshio Katsu is an old man who wanders with a permenent aura of death. The former founder and commanding officer of Fenrir, Katsu arrived in Japan post tragedy to discover the fate of his best soldier, Mukuro Ikusaba. Finding nothing but death and pain, Katsu remained in Japan, working for anyone who could pay or feed him. Settling in Towa, Katsu took out a new contract on Komaru and Toko. Hunting them through out the game, Katsu is a constant source of pain for Komaru... And entertainment for Genocide Jack.
Katsu is an elder man. The living example of an old man in a career where men die young.
He's a soft speaker who always focuses on the job at hand and a man of little emotions.
(Calm) A job's a job, kid. Can't be seen going soft. Not in this day and age.
(Energized) Been a while since I had such a work out. Gotta admit, I'm impressed. Most targets ain't worth the effort for their bounties.
(Agitated) That wasn't the deal! Komaru and Toko was the target, not a pack of children!!
