Ikem was Ursa's childhood boyfriend, who was also part of a theater troupe in Hira'a, the village they grew up in. Before Ursa married Ozai, Ikem tried to fight for them to be together. But she was forced to abandon him and their village to stay with the Royal Family. This, as one would imagine, left him devastated and caused him to run off to the Forgetful Valley, a forest on Hira'a where the heartbroken go to forget their lives.
As far as a voice for reference goes, I'd imagine something along the lines of maybe Chrom from Fire Emblem
Congratulations! You know what this means?! I'll finally get to fulfill my lifelong ambition of kissing you in front of the whole village! (Excited and anxious about getting to perform such a romantic scene for the play)
You remember when we were six, how you kicked me in the stomach and pushed my face in the dirt? I began loving you that day, and I haven't ever stopped. So I'll ask you again, no mask this time ... Ursa, daughter of Jinzuk and Rina, will you marry me? (a very heartfelt proposal, don't make it overly flowerly or mushy, it needs to sound sincere)
F-F-Fire Lord Azulon! You have my -- my true love in your carriage! With all due respect, I c-can't let you take her from me! (stern, standing his ground against some soldiers, but still clearly nervous about fighting)
