The name of this character is "Charles Lockhart". He is a shady, older (60-70 years of age), mysterious government figure, that is believed to play a big part in what led to this apocalyptic era, and has ties to the war hero, as well as the main character. I'm looking for somebody that can sound like either one of these two characters:
