The Minister is an old fart and coward who sacrificed some of his own subject to satiate the Baron's human based appetite. He puts up a front like he cares about his town, however he's only really worried about himself.

    right? And to top it off we’ll catch

    him to!

  • (begging) Master please! You said if I carted

    off the irritating ones to you you

    wouldn’t harm the rest of my people!
