Looker is a divorced, washed-up cop who doesn't really care about what he says or does and how it affects people. Sinnoh's greatest mystery is how he still has a secure job at Interpol.

He has a very minor role in this episode, but will later start appearing much more frequently.

Looker's voice would be gravelly, and sound tired/depressed/grumpy most of the time.
