The reverse flash. He's from the mid 25th century, he was a big flash fanboy until he found out he was destined to be the Flash's most famous villian. He went crazy and decided to go and kill Barry as a child. Barry saved his younger self. Eobard killed Nora instead but was trapped in the 21st century.
