Monokuma is an animatronic bear who is actually just a puppet for the Mastermind, Junko Enoshima. It's even specified that AI Monokuma/AI Junko are the same character in Danganronpa 2: Goodbye Despair. Monokuma's personality is mischevious, hateful, loves to mess with people, and is hated by the general audience.
