Even the largest city in the world needs someone to keep watch. That's where the Police come in; to make sure ordinary Zootopians can sleep safely at night. In this day and age, the ZPD was much harder on Criminal Predators than they are in the present day, maintaining a strict rule of curfew for Predator-occupied areas like Happytown or Tundratown. There are even rumors that a few highly notable arrests might've been approved thanks to forged evidence from interrogated suspects.
At this stage in history, the ZPD hired exclusively male herbivores. It wouldn't be until 1963 that the ZPD opened its' doors for the first female officer, Alicia Pacha.
