Officer Delilah is a smart, manipulative leader. Her and her dozens of scientists have created some unique and powerful weapons for the Covenant. She has led many human experimentation programs that either tortured, harmed, and even killed humans ranging from children to elders. Her practices have been deemed unorthodox and dangerous.
Delilah, while maniacal and calculative, is always very calm and collected. She knows what step to take before her opponent even knows. She's not afraid to show some emotion in order to get her opponent to open up, which she uses to try and lore in our main hero, Chloe.
"Chloe, it is an objective fact that having more knowledge is power, becoming a fierce foe to any who rely on brawn strength. The mind, a powerful tool, is mightier than any firearm. However, this only applies if the mind has been trained and has a thirst for the unknown.”
“It’s a shame. I always wondered when my baby girl would come back to me, but then again you did not come back here for me, now did you?”
Delilah: “Make sure they retreat through the tunnels where they came from. Kill anyone that goes on a different path.”
Enemy Soldier #7: “Why don’t we just kill them all?”
Delilah: “Because, soldier, I want them to live with the horrors they’ve seen today.”
