Mammoth Mogul is a Mobian woolly mammoth. He has sworn to Sonic that while he's willing to wait out Sonic's lifetime, neither he, nor his children, nor his children's children will ever know true peace because he will always be prepared to potentially bring trouble to their lives. As a result, Sonic considers Mogul to be the pettiest villain he knows. However, in the ruined future, he is the caring mentor of Silver the Hedgehog and has deep regrets about his past. He wishes to help Silver restore peace in the past and keep the Psychokinetic hedgehog from making the same mistakes he did.

I dunno what it is, but I'm detecting a bit of either Big the Cat or Barney in that voice. There's just something about it that reminds me of them. I guess that's a common trait for "big" characters. However, Mogul comes off as someone who would have a very sophisticated voice. I'd imagine it'd be "big", but also very alluring.
