He is a Shinigami, from what it looks like in the manga, it looks like he was trying to do the same thing Ryuk did with Light Yagami, but failed and returned Ryuks notebook to him. for his voice, im looking for something similar to ryuk, but much higher, and grosser (and phlegmy).
