1) be able to simulate a clear 'yelling voice' without generating echos or static. The vast majority of the 'dialogue' for this character will be announcements in public spaces, yelled at the top of his/her lungs.
2) be able to meet deadlines, with a return time for the recorded sound files in no more than 3 weeks.

- Of late, boats and ships making use of the city harbor have been impeded by discarded crates, barrels, spoiled food, and other unsightly obstructions.
- Such refuse have made it difficult for ships and boats to navigate the safe shores of Haafingar, disrupting commerce, dirtying the surroundings, and breeding stink into the air.
- By lawful decree of our Jarl, henceforth a fine of 10 septims will be imposed on those caught discarding wastes into the waters around the Solitude docks.
- Breach of the law will command swift punishment without remittance or pardon.
- Failure to pay the fine will subject the culprit to forfeiture of land, goods, and chattel, or indentured servitude and imprisonment.
