Officer Delilah is a smart, manipulative leader. Her and her hundreds of scientists have created some unique and powerful weapons for the Covenant. Unfortunately, many of the weapons were created in a very unsafe and unorthodox manner. She has led many human experimentation programs that either tortured, harmed, and even killed humans ranging from children to elders. 

Delilah, while maniacal and calculative, is always very calm and collected. She knows what step to take next before her opponent even knows. She's not afraid to show some emotion in order to get her opponent to open up, which she uses to try and lore in Chloe.
