This character is supposed to act like a stereotypical catperson seen in most anime, so he should sound kind of annoyingly "kawaii" in a sense. Plus, I don't think an English accent would work with a character that resides in a Japanese-looking nation.

    Alright. I have a few questions. Do you want me to focus more on the animal sound versus the boy? Did you want a certain type of accent or just plain cutesy? Because a sterotypical cat boy sounds like it has some kind of accent. Overall is there a reference you have in mind?

      This character is definitely more animal than boy, thus why he's under Ambiguous role. As for accent, something along the lines of a Japanese accent with heavy overdose of "kawaii nya desu desu~!" is what I'm going for. I can't find a reference that sounds closest to the voice I want for this character, since I've practically lost touch with anime for many years.
