Cesar is Sebastián's father, some insane freak with a strange body. He used to be a soldier who participated on a war during 2005-2012, during the war, he started losing his sanity and his normal human body started to deteriorate. That way, once the war ended. he stole all weapons, some VANZOO and STRK technology, and reunited a group of soldiers to create a gang known as "The Crows"
