Emmett is the chief of security for an unspecified settlement. He has ordered a lock down of the Old War skycraper in the settlement that houses the atomic reactor that the settlers draw their power from and seems hesitant to allow even the specialists the mayor hired directly to enter and deal with the problem.
Emmett should sound clear, timid, and somewhat reserved.
