Confessor Racskcob is a priest among the order of the Children of Atom. He has managed to sneak his followers into an Old World skyscraper that houses an atomic reactor which a surrounding settlement draws their power from with the intention of destabilizing and detonating it to cause "Division"- a holy event to the Children of Atom.
In my mind Confessor Racskcob should have a preachy and airy voice similar to that of Zhang Jiao from Dynasty Warriors 4/5/6 or even like Confessors Cromwell or Tektus from Fallout 3 and 4, but feel free to try other things as well if you're so inclined.

(Calm, disappointed and condescending)
“Tragic, you do not see the blessing that has been bestowed upon you. Perhaps you will find a renewed perspective when we achieve Division.”
