Commissioner Geoffrey Leonard was born in United Kingdom. He was transferred from the England Police Department to Gotham City. He is determined to stop the gang war going on between Black Mask and the Order. Leonard is an entirely new character created exclusively for the film.  

  • We have meeting tonight. To be honest with you, I thought he was a myth. Something the GCPD created to scare off criminals but I guess he’s real by what the other cops at the precinct have told me. (Takes a sip of his cup)
