They're the riflemen of the Empire, and they're commonly deployed on the Empire's missions, honestly, will commonly break the fourth wall in the presence of the Cadets, at least, Class Zero's Cadets. They shoot on sight of a Cadet, and, you know, they're pretty weak and easy to beat. Heh...They're encountered throughout the game, so, yeah.
