MrJustice for Eggman
Dr. Eggman is a hot-headed scientist who while very much intelligent can on the occasion make downright baffling decisions that often cost him victory. However, with the help of Infinite, Eggman finally wins over Sonic just this one time and conquers nearly 99% of the world. Admittedly he was a bit too lazy to conquer the remaining 1%, calling his world domination "close enough". For his voice I imagine something raspy, aggressive, and fairly deep.
"After suffering years of humiliation by that blasted hedgehog, I have finally conjured up the ultimate weapon that will absolutely and undoubtedly bring an end to that pain in my side, once and for all! (Cue evil laughter)" - Angry, yet confident
"Sonic, my old friend! How would you like to take a little vacation to a place called "Null Space". It's got a nice view and a long stretch of road that you can run through for all eternity, sounds good?! Great. Off you go!" - Excited
"Ha! You three are adorable, thinking that you had finally won. But it wouldn't be a proper ending without me whipping out one final trump card to put an end to all this. Behold!" - Villainous
