While I'm not so sure about the money part, I do like the tier system you've suggested.

I like your idea a lot, and do agree that a lot of times the "quality" depends on the project director.

Very interesting point on the tiers! And yeah a big problem of ours is how subjective audio quality can be (plus sometimes the site downgrades people's audio quality which adds on to the difficulty of judging).

I dislike the idea of tiers, because it may breed elitism. However, it's not a bad suggestion, but people will become resentful due to the blurring of lines. I mean, who's to say 4 is not as good as 5? Or 1 is as good as 2? Let's be honest, it'd take a team effort to implement this properly, and will radically slow down the process of audio verification. While that in and of itself is not a bad thing, trusting one guy to do this by himself the way he's taken care of everything thus far, is no good. However yeah, my main concern would be that people would begin to complain about the tier system, and it could make matters worse.
