Since this is a fan character for the story, he never had never had a voice actor in the first place, so give him any voice you think it fits.
I used to have a ladder made from my spines.
But then some fatso in his flying-robot-thingy crashed into it! If I get my hands on him...!

Try and go for Eggman's OVA voice if you'd like, try making your own robotnik voice.
