This is a documentary video for a college advertising class that is about the passing of a fake bill in California that will help get more rape kits tested in a timely manner.

    After a sexual assault, some victims choose to have a rape kit exam performed. The exam is uncomfortable, probing, and can take up to 5 hours.




    First, your clothes are taken. They’re evidence now.




    Underneath your fingernails are scraped.




    A comb is pulled through your pubic hair and the hair on your head.




    Your blood is taken.




    Swab samples are taken of your mouth, your vagina, your anus.




    The evidence is collected, placed in a sealed box, and given to law enforcement for testing.

    Instead, your evidence sits on a shelf, untested, for weeks, months, even years.




    In California today, it is estimated that over 13,000 kits sit untested. There are no laws regarding the collection, storage, or testing of these kits.

    Until now.



    Kaiser Permanente and Quest Diagnostics partnered to create a driving force for change. With the help of lawmakers, activists, and non-profits, Kaiser Permanente and Quest drafted legislation to reform the collection and testing of kits from past and future assaults.



    With lawmakers on board and bills introduced to the Assembly and Senate, Kaiser Permanente and Quest launched a massive advertising campaign to spread awareness and earn support of Californians.



    And it did.



    Within one week #YesOn121 (pronounced as one-twenty one) was trending, with over 1 million social media mentions, and 15 million impressions, Californians were on board.



    And in September of 2017, Governor Jerry Brown signed Bill 121 into law.


    Bill 121 guarantees that within 72 hours of a rape kit examination, police will collect and log the evidence. Within one week it will be sent to a lab. And within 2 months, the kit will be tested, and any DNA evidence will be entered into the state and federal databases. In addition, victims will receive regular updates on their case, and offered counseling at no cost.



    Together, Californians are bringing healing and justice for past and future assault victims.
