Igor

Despite his rather striking appearance, Igor bears a calm and courteous demeanor while speaking with the protagonists. Though the well-being of the protagonists is important to him, he reserves the disclosure of certain information for more "timely" points in the story. During conversations concerning the protagonists’ actions, Igor opts for rather cryptic comments that tend to foreshadow coming events and possibly the outcome of the story as a whole, regardless of whether or not those comments are at the time understood (which may be his intent). This suggests that Igor may have near-omniscience, though by his own admission, there are things that even he can't foresee.

  • Welcome to My Velvet Room.

  • You truly are a "prisoner" of fate

  • Pardon me for not introducing the others, To your right Caroline and to your left Justine, They serve as wardens here.

Role assigned to: Kaisu

Caroline has a very classical tsundere (someone who acts mean-spirited and aloof to disguise any affectionate feelings) attitude towards the protagonist. She tends to speak to Justine in a demeaning manner. Additionally, she doesn't seem to hold the protagonist in very high regard, as she refers to him as "inmate," and kicks him into the Velvet Room whenever he goes to enter. She is generally ill-tempered and impatient, even after the twins' Confidant levels up and she grows to respect the protagonist as a friend. There are certain inconsistencies between how she seems and her real personality, and as according to Justine, she was mortified when she first witnessed Persona fusion and practiced intimidating poses to use on the protagonist but is too embarrassed to use them.

  • Stand up straight! You are in the presence of our master.

  • Quiet Inmate!

Justine, in contrast to Caroline, appears to be calm and soft-spoken but still treats the protagonist as her prisoner, often addressing him in a condescending tone. She is the first to question what their true purpose is, and realizes something is amiss with possessing an intricate bookmark but having no books to read. While guarding an entrance to the Velvet Room, she whittles away at her boredom by spinning her clipboard.

  • If you have the will to continue your penal labor, we will grant you greater freedom within this prison

  • But wait who wrote it then? It wasn't our master was it?

Sae is intelligent, professional and serious, although her actual maturity is debatable. A workaholic, Sae is very strict in both her work as prosecutor and guardian for her younger sister, Makoto, constantly telling her to focus on her studies and such. With many responsibilities, Sae is always working due to Japan's work pressure, and is very stressed and exhausted. She must care for Makoto, almost putting her in a single mother's role. Her father's ideals, who died in the line of duty, is her sore spot. She resents him for throwing his life away in the name of justice, to the point that when Makoto asks for her opinion on whether he would think the Phantom Thieves of Hearts were just, Sae snaps and says a bunch of cruel things that she instantly regrets, up to and including that she views Makoto as a burden.

  • "Still, I'm glad I was able to save you in court. I've never felt so happy in my entire life. I'm not quite sure how to put it, but... saving your future meant more to me than my own career. I feel like you even taught me how to live."

  • "You don't have to do a single thing, and you're provided with food, clothes, a home... I've had no time to think on such ridiculous thoughts. Would Dad have been happy with them? I don't care. He died upholding some lofty sense of righteousness, leaving all his responsibilities on us. Isn't it about time you grew up and acknowledged our situation!? Right now, you're useless to me. All you do is eat away at my life!"

  • "...Then again, I am investigating a "thief who steals hearts." Very well. No matter how absurd it may seem, I'll reevaluate my stance on believing you for now. In return, speak the whole truth, and nothing but the truth. It's a fair deal. ...Is that acceptable?"

Role assigned to: LittleMissOpal

Kawakami is a highly competent and professional teacher who never lets her ever-mounting stress and exhaustion show visibly in either of her jobs. She is laid-back and outspoken, once saying "crap" in class. She is also something of a hopeless romantic, developing an attraction towards older students who show her kindness and understanding, which leads to her occasionally projecting her own amorous feelings on the protagonist during the early part of her Confidant. Unlike Kamoshida, however, she is aware pursuing a relationship with a student would be unethical and cares about whether or not her students consent to her attentions-in a romantic version of the Confidant, she tells the protagonist to come back after he graduates from high school to prevent putting undue pressure on him.

In her "delivery health" maid job as "Becky," Kawakami effects a stereotypically moe personality, acting energetic, cute and naive. She also acts like a cat and says "meow ❤." As she herself admits, her age makes this come off as shallow and fake, and she regularly breaks character out of fatigue, at one point, even collapsing on the protagonist's bed and complaining about all the work and odd jobs she has to do.

  • Welcome home, Master.  I'm going to fill your tired heart full of lovely energy.  Meow! I'm Becky, and I have the pleasure of serving you today. We're going to get along so well! Meeeooowww!

  • Being over half a day late on your first day…Can you explain yourself?

  • They way you opposed Mr. Kamoshida, I’d say you’re earnest with a strong sense of Justice. That being said you called a maid service and requested me?

Takemi is a somewhat eccentric young woman. She dresses like a punk and has a morbid sense of humor, reacting with glee when she gets the protagonist to try out a new medicine, watching him squirm. Due to her bad reputation, she can easily tell when one of her patients has an ulterior motive, as those kind of patients are all she gets. Her reputation as "the Plague" has made her highly cynical and insecure, claiming that she's only good for making experimental drugs, even after being praised for curing a young girl. Despite her dark sense of humor, Takemi is nevertheless a very kind and caring person, as one would expect from a doctor; although she gets annoyed at the protagonist for his attempted deception, she decides to make a deal with him afterwards, saying she'll give him medicines to recover his health. After he agrees to become her assistant, she frequently checks on him to out of concern for his health. However, she never calls him by his name, instead referring to him as "[her] little guinea pig," a name she continues to use even after they start dating (if the protagonist chooses to date her).

  • I don't want the general public to know about my original medicines. So you're strictly prohibited from disclosing what happens here to anyone... Understood?

  • Do you remember anything from the moment you took the medicine until now? Hm, by the look in your eyes, I’d say you don’t.

  • Ok, It’s my turn to make good on my part of the deal. That’s why I waited until you woke up.

Role assigned to: Rackalak

Munehisa Iwai is the owner of the airsoft shop, "Untouchable" in Shibuya. When the protagonist asks him about the "real" firearms, Iwai shows interest in his motive, says he dislikes the police and offers to supply the real stuff in exchange for the protagonist assisting him in shady activities. He is responsible for the selling of weaponry used by the party, the pawning of items found in Palaces, and when the Phantom Thieves steal a treasure, they pawn the treasure off to him. Building up a Confidant with him makes him offer a discount for the protagonist.

  • "You help me out with my "business"... Smugglin' goods, destroyin' evidence... And as a reward, I'll introduce you to the "special menu," with good prices for a punk like you. ...Whaddaya say? Not bad, huh?"

  • You don’t know what you’re talking about. This is a great deal.

Ohya is a paparazza in her mid-20s. She will write whatever story sells, even sometimes manipulating and twisting the information in her articles for the sake of clickbait and attention, and even if it means she does not have to take the time to properly research the truth. She used to be a more stringent journalist, but a story of hers was censored because of exposing the scandal of Masayoshi Shido's cohort and was permanently reassigned to entertainment and, more importantly, led to the disappearance and framing of her partner, Kayo Murakami. Ohya admits she does not enjoy writing entertainment articles about the latest fads, yet feels she does not have a choice and is unwilling to quit her profession.

  • Hey, how 'bout we do this... You supply me with info on the Phantom Thieves... And I'll write articles based on what you tell me about them. You know, the Phantom Thieves who you love oh-so-much... Deal?

  • LaLa, can i get another drink for the kid?

Bullied, abused and ignored, Mishima is an isolated individual who craves freedom from his day-to-day tortures. Initially nervous and scared, once given a listening ear and a bit of support his excitable and loyal nature undoubtedly shines through. While his enthusiasm can become annoying, at times Mishima will still be hesitant and respectful, often apologizing for texting when he is sure the protagonist is busy. Mishima idolizes the protagonist as a cool superhero (likely viewing the protagonist as his "savior" from his abuse under Kamoshida). There are times when Mishima will cling to the protagonist, once saying he will never forgive the protagonist if he is left behind. This clinginess and other socially awkward behaviors is likely due to his past of social isolation as a victim of bullying. Although he looks up to the Phantom Thieves, he feels envious that he himself could never make an impact upon the world as they do. Mishima has always wanted to change himself and help others, but has internalized past taunts as a "nobody" and thus considers himself too pathetic and weak to do anything. These negative feelings do eventually become the driving force behind his actions, an attempt to redefine his place in the world manifesting as a need to be famous and a desire for revenge towards his bullies; however, Mishima is also willing to face his mistakes and change once he is finally given proper support.

  • "Take it down, Phantom Thieves! Come on, why do you think they've risked their lives all this time!? Dammit, you guys! Snap out of it! When will you stop running from the truth!? Phantom Thieves, can you hear us!?"

  • "I may not be able to change the world, but I can change myself. Whether I sulk about my inability to do anything, or hang my head high and look to the future... My perception shapes the boundaries of my world. It all comes down to what's inside my heart."

Role assigned to: karma

Shinya is usually seen as reserved, if not introverted, primarily due to his mother's aggressive and argumentative nature with his school. His actions had led many of the kids at his school to bully him, which he calls a "war" he must win. While playing Gun About, he is focused and sharp, and has never lost a game until being beaten by the current gaming champion due to a cheat. However, when playing with others, Shinya swears up a storm, which he admits is both a habit and problem for him. Shinya greatly admires the Phantom Thieves of Hearts due to the fact that they challenge those who abuse their power, and is an avid supporter, even after the death of Kunikazu Okumura, which they are framed for. During his Confidant, Shinya comes to see the protagonist as an older brother-like figure, which then becomes great admiration when he figures out that he is a member of the Phantom Thieves.

  • I wish I was able to talk with them--or something-though... But you fulfilled your part of the deal, so I'll teach you how to shoot.

  • ...I need to get really strong, like the Phantom Thieves.

  • You cheated, didn't you!?

Hifumi is a young lady who attends Kosei High School. She holds the championship title in the Female Shogi League. Her appearance has gained her attention as the "too beautiful shogi player." She practices hard and gives interviews every day for the sake of her mother and for the world of shogi. She is widely disliked for suspicions of fixing her matches-rumors that turn out to be mostly true, as while she is innocent, her mother bribes her competitors.

  • I feel... a gambler's spirit emanating from you.

  • So... you like shogi?

  • I tend to get very aggressive. It's as if I assume the role of a queen of a kingdom.

As a politician, Yoshida demonstrates impressive speech-giving skills, though due to his past, he naturally suffers from self-esteem issues, especially when someone calls him by his dreaded nickname "No-Good Tora." However, rather than be angry by such slanders, he remains calm and level-headed, even when he is faced against nay-sayers. This becomes bolstered through the protagonist's encouragements, eventually able to overcome his self-esteem issues.

  • The most important part about giving a good speech is believing in yourself... ...Perhaps one day... I will believe in myself... again. Very well. If learning how to give a great speech is what you seek, then I'd be happy to instruct you. In exchange, I would like for you to continue assisting me.

Chihaya is a cheerful woman with a lovely atmosphere about her, with a rumor of her fortunes being infallible. This is revealed to be accurate, but she cannot predict the effect that her fortunes themselves have on the world, and doing her side quests cause her readings to change. She is initially frustrated and suspicious about this, but soon comes to realize that this implies a better world than she had thought. She has a tendency to lapse into her native rural accent if sufficiently upset and shouting.

  • Whaaaaaat!? The sequence of arcana has completely changed! "Death" has moved far off into the future... But there's no way that could've happened... without you breaking the law. I mean, how could an ordinary high school student change the course of fate...? ...Fine. I'm just going to have to verify your power. The very power that reversed my tarot card prediction! Oh, I know... I'll read your fortune! Please, I beg you... I need to know if fate truly can be changed...

Role assigned to: Ocelot_45

Shido is a profoundly selfish, egotistical, and arrogant man with a savior complex. He is utterly self-assured of his fundamental righteousness, believing the simple fact that the Conspiracy is able to get away with its crimes without the Phantom Thieves of Hearts and their supernatural interference, combined with his own knowledge of the Metaverse, is a sign that he is favored by God. He despises anyone who tries to stop him from any of his desires, no matter how fleeting. He is also quite litigious, threatening to sue anyone who irritates him and has no qualms with blackmailing even the police into keeping their mouth shut. However, in spite of all the heinous things he does privately, he does make a good attempt in giving himself a public image and thus the public is completely oblivious to his true personality, as they only see him as the revolutionary politician that he pretends to be.

  • Hey. Make this statement to the cops. 'This kid suddenly attacked me.' Got it? If you even try to say anything else, you know what'll happen to you, right?

  • Damn brat... I'll sue!

Kobayakawa is callous and apathetic towards his students, caring only for the reputation of Shujin Academy and his own status. He was aware of Kamoshida's abuse of his students, but did not care due to Kamoshida's fame as an Olympian athlete and reputation he provides to Shujin. His actions are always meant to please his benefactors that helped get him to his seat in power and becomes distraught when he quickly loses influence and favor starting with the revelation of Kamoshida's abuse to the press. He is willing to use the students for his own gain or to save himself, even using the Student Council President Makoto Niijima as his enforcer to expose the Phantom Thieves identities

Kamoshida is described by Ryuji Sakamoto as a monster and by Ann Takamaki as a "piece of shit" and a "son of a bitch." He is a lustful, vain, cruel and utterly selfish bully who abuses his female students emotionally, physically and sexually, and is willing to sabotage the athletes in rival sports of his own school purely so his own class rises to prominence. His male students fare little better, as he subjects them to an utterly ruthless training regimen that many of them compare to torture, and will even use it as punishment if his team loses a game. He believes his relative success as a coach and previous successes as an athletic champion gives him the privilege to do whatever he wants.

  • I'm sure you heard from the principal, but cause any trouble and you'll be expelled. Understand?

  • It's always been like this...all those goddamn hyenas forcing their expectations on me...! I'm doing this all for them! What's wrong with demanding a reward for that!?

Shiho at first glance seems to be a quiet and reserved girl who rarely talks to anyone and doesn't smile much. In fact, the only person she lights up around at school is Ann. She lacks confidence to a significant degree, thinking her volleyball skills are her only valuable attributes. However, it is said that she used to be an outgoing and sociable person until she received a series of advances, as well as abuse, from Kamoshida at Shujin Academy. In actuality, Shiho is an extremely stressed and burdened teenager for various reasons, mostly school-related. During the game, it is heavily implied that she was raped by Kamoshida as a "consequence" for her friend Ann's rejection of his sexual advances, and this is the "final straw" that causes her to attempt suicide. Ann later calls Shiho an "idiot" out of lamentation for how Shiho allowed herself to be manipulated and driven to commit suicide.

  • "Ann...? I'm sorry. I... I can't take this... anymore..."

  • Should someone like me be on the starting line up?
