This role is split in to two characters; SHO Minazuki and Sho MINAZUKI. MINAZUKI has a stern, serious voice. He's the reasonable personality within the body. SHO is the laughing joker of the body, he makes puns and is very aggressive!
MINAZUKI:You're quite skilled... I find your defeat incomprehensible.
SHO:Hahaha! The world's all red! Well, better red than dead! Haha, just kidding!
This is an old dude who beats up Adachi in the beginning. He's not that old, he's middle aged, but he sounds gruff and tough.
Heh, I wouldn't be surprised if Dojima's snuffed a few himself. That must be where his men learned it! Hahaha!
This character is a young detective working under Middle-aged detective!
Whoa, what're you doing? There'll be hell to pay for pointing your gun at a detainee! You really need to calm-

She sounds a bit dumb, but she's strong and confident! Try to sound hostile sometimes!

Shadow Mitsuru sounds confident, stern, and serious.

Her voice is a bit deep, a mix between feminine and masculine (but leaning towards feminine)
