Arcee is one of the Autobots that fought alongside Windblade during the Great War of Cybertron. She is a more experienced fighter than Windblade, but the Decepticons tend to underestimate her as she is a female Autobot.

For this voice, you need to draw off any of the previous incarnations of Arcee, preferably Susan Blu's performance from the 1986 Transformers movie and the third and fourth seasons of the original G1 cartoon.
