Frio is a Hero with the power of ice. As is the norm, he's in hiding as a JTF2 operator. I can't say he'll appear often. The main thing he's got going is he's a reference to Frozone. I believe I have a reference to the scene everyone thinks of when they think of Frozone somewhere.
He shouldn't be a difficult one to cast.

Frio: Heroes aren't exactly the people's favorite. We hide for good reason. Like I happen to be.
Frio: I joined the JTF2 didn't I? It's how I primarily get my jollies. Otherwise, I do my heroing from the shadows. Better that way.
Andy: I guess… Just sucks to hear you're basically oppressed for what you are.
Frio: Humanity is both ignorant and self-destructive. It's what Heroes were made to quell. Ironic it's also what pacified us.
