The best thing I can say is this is most likely a joke character; I haven't yet decided whether they're going to be reoccurring, but they're important to the beginning of the game.
I don't really have a voice in mind so I'm open to taking any interpretation. I will just say that they say a lot of flowery dialogue and will probably have a lot of long winded pointless speeches.
(PLEASE don't just listen and do what everyone else has been doing [just as a note; it doesn't say that there's a laugh at the end of the second line])
