These are going to pop up a couple of places; I was think of just using a text to speech voice for this, but those tend to have really weird copywrites when it comes to using them in a program. In case the text doesn't make this clear, these aren't enemies, they're just robots scattered around.
The voice doesn't have to be anything too over the top, it's just a basic robot (it'll be using a pixel based font for text in game)
(Note: I know I said this is supposed to be a robot voice, but could people PLEASE not use over the top effects over your voice clip; if it sounds compressed to the point that I can barely hear it [and I always use headphones, so that seems very hard to do but a lot of these have managed to do this] then that means it's basically unusable because I'd have to go back in and rebalance your audio just so it can be heard over music or sound effects that might also be going on)
