This is Tenko Midoriya, he is the son of Izuku and Melissa.  He is actually Shigaraki. Eri used her quirk rewind on him and turned him into a baby. Izuku and Melissa decided to adopt Tenko.

His voice is very similar to Shigaraki's tone but calmer and gentler.

Any accent is acceptable.
