Emperor Palpatine placed him in charge after the War between the Lotus Alliance and the Galactic Empire

Scourge believes that embracing both light and darkness is ridiculous. He is decisive to change all ways and turning the Lotus to the Dark Side, to make it a worhty tool to the Emperor
